Finished code for menu editor in the Tools menu.

Had a choice between staying with the style of the current IDE's menu editor or using the one I built for IWB+, which is treeview based. I opted to stay wih the current style.

I reworked the code a little:
added a little color to the selection boxes
added a dialog for setting the name of the window that the menu is goin in
added option to preview menu code
now save path of last opened/saved file in ini file.
fixed display code so that embedded tab "\t" appears as spaces instead of literal text while the menu is being edited.

Attached is a screenshot of the menu editor. I imported the shown menu from the new IDE's rc file
