Install error network server client lib IWNETCS.exe

Hello experts and S.Members   

If I execute IWNETCS.exe I get the message "IWB Installation not found". 
A Screen print is attached. 
IWB3.03 is definitely installed in C:\IWBDev3 

can somebody help me please ?

The problem is in the installer application itself.  It was  written for the 2.0 and earlier versions of IWB which were highly dependent on registry entries.
IWB 2.5 and later doesn't use the registry.

This is the 4th of July Holiday weekend so it may take me a few days to write a new installer.  Besides, I haven't looked at that code in 5 years.
