Scrolling scrollbar

I just was wondering if any one else here had this kind of problem with a scroll bar.  When you make a program with IWB and place a scrollbar in it, then click on the "lineup", "linedown", "pageup", or "pagedown" on the scrollbar and hold your mouse button for a couple of seconds, it doesn't recognize that you released it and it just keeps on scrolling.

It looks like it is a low level api problem.  Is there a known work around for that?

If I can find time later this week I'll see if I can create an example.
