what is all the hex stuff

When makeing window controls. What is all this hex notation under style_Flags . Is the hex optional, Which is what I think. I am aware that I can use hex instead of
predefined constants. Is my thinking correct. Can I simply disregard hex notation if I want to and only use it in when I need to use Hex for somthing that there is not a
predefinded constant.
