Windows 7 x64 UAC strangeness

I just added another subdirectory under my IWBasic subdirectory in shared documents.  The strange thing is that when I compile a new program under that directory, I end up with UAC popping up.  Whereas under another subdirectory (older program), I do the same recompile  of an older program and UAC does not pop up.  Is there some kind of setting that needs to be set under the new directory?

 no if you as a user-created the directory then you should own it, right-click and check the security settings then go back a dir and compare them.

I really should learn how to use a spell checker! though im not sure how it will help someone who can not spell?
