Still taking care of identified loose ends

The following issues have been resolved:
 When the form editor is opened and closed the ini file is not being read/written properly
 Additional items added to the Help menu will not open if the filename or path have an embedded space.
 Additional items added to the Tool menu will not open if the filename or path have an embedded space.
 Entries in the Help and Tool menus are not being deleted when their targets can not be found.
 Resource/Add menu item does nothing- it now opens the Output window and selects the Resources tab.
