Annotate graph with text on transparent layer or window

I would like to put the annotation (text and lines) for a graph on a separate layer or another overlaying window with a transparent background. This will make it easier to erase just the annotation without having to redraw the whole graph.
Any suggestions how to do this in EBasic will be appreciated.
