This demo shows how to decompress a standard wma file, and then (using lame encoder) compress it to mp3. This is the rebirth from IBPro, it supports command line parameters, drag-drop, and recursive encoding.
It requires lame_end.dll (included in the newest headers package), and wmvcore.dll from windows media player pack.
